Social Housing EPCs
Social Housing Energy certificates EPC will be required for all Local Authority and private landlords buildings in England and Wales from October
2008. This has significant implications for registered social landlords RSL’s.
A grant is available through the UK Housing Association to assist with funding for energy improvements to buildings. Currently grants are awarded
up to 50% of the total cost including VAT.
Energy assessment of properties will permit the use of “cloned EPC’s” – see below for definition, The assessor will issue an EPC Energy Performance
Certificate, in the same way as per domestic certificates.
Cloned EPC
An energy assessor can issue this type of certificate when the following conditions are met, where the property has not been individually assessed
but is considered the same as, or similar to other housing units in a block. e.g. multiple flats in a block of same dimensions, construction and
heating. Thus, surveying one or two properties can provide a representative sample of all units in a block.
Surveys of premises that require cloned EPC’s usually have a discounted price for surveying services who carry out the assessment. This is due to
the fact that the energy assessor requires entry to one or two dwellings in the block. The remaining EPC ratings can be calculated using the
information gathered from the initial energy surveys.
